The funding of culture expresses the allocation of financial resources between the public and private sectors through a budget that enables the redistribution of wealth, directing the means of contributions and pensions from the rich to the poor, within the framework of collecting and spending public money. Analyzing the direction of public money towards the cultural sector permeates the entire research, the survey conducted at the level of the local context of the city of Crikvenica conducted a survey on the satisfaction of citizens with funding and the justification of funding cultural content. The results of the research showed that the citizens of Crikvenica are generally satisfied with the above, with the possibility to improve the current position. The recommendation is to expand the overall offer in culture and increase the visibility of information related to programs and content. Within the subject research, the allocation of collected public money for cultural departments was analyzed on a sample of 24 large cities in the Republic of Croatia. The influence of total budget revenues and receipts and expenditures and expenditures according to functional classification on expenditures for cultural services was analyzed using a dynamic econometric panel model that proves the claim that large cities with higher total revenues and receipts and higher total expenditures and expenditures will allocate more for culture than other cities with lower fiscal capacity. A seemingly trivial thesis, on changes in the behavior of total budget funds for 1 kuna, gives an insight into larger changes in the amount of the class of functional classification of the budget, giving the local government an insight into future movements within the budget. The insufficient share of the cultural service in budget expenditures points to the problem of development and sustainability of cultural development in local self-governments. By analyzing funding and examining citizens' satisfaction with the funding of culture in the city of Crikvenica, it is possible to assess the priorities and the way the budget is used, and the examination of the connection between the allocation of financial resources for culture in relation to total income and receipts and expenditures indicates the position of culture in the local self-governments of large cities in the Republic of Croatia.
