Abstract
The need for reforms of pension systems is evident when considering the demographic challenge modern economies are faced with. The demographic challenge refers to the trend which started with the second Agrarian Revolution and has resulted in a significant drop in fertilities and mortalities worldwide. Further exacerbated with the economic crises and the transitioning process in Croatia, the pension model based on public intergenerational solidarity has proven to be increasingly unsustainable since. For this reason Croatia set out to privatize its pension system by implementing a mixed-pillar model in 2002. This work suggests that due to the controversial nature of the second pillar as well as the instability of the first pillar, greater attention should be placed on the third pillar. It highlights the need for further incentives for the third pillar and suggest that financial literacy and education are key for widening the reach of voluntary pension funds. It proposes that these efforts in collaboration with capital market and institutional framework development, can make voluntary pension funds the main source of adequate pensions for Croatian retirees.

Potreba za reformama mirovinskih sustava evidentna je kada se razmatra demografski izazov s kojim se suočavaju moderna gospodarstva. Demografski izazov odnosi se na trend koji započeći s drugom Agrarnom revolucijom, je rezultirao s značajnim padom fertilnosti i mortaliteta širom svijeta. Ovaj trend nadalje pogoršan ekonomskom krizom i tranzicijskim procesom u Hrvatskoj, je dokazao da model mirovinskog osiguranja zasnovan na međugeneracijskoj solidarnosti nije više održiv. Iz tog je razloga Hrvatska 2002. godine odlučila započeti proces privatizacije svog mirovinskog sustava primjenom modela s tri stupa. Ovaj rad sugerira da bi zbog kontroverzne prirode drugog stupa, kao i zbog nestabilnosti prvog stupa, trebalo posvetiti veću pozornost trećem stupu mirovinskog osiguranja. Time naglašava potrebu za daljnjim poticajima i predlaže da su financijska pismenost i obrazovanje ključni faktori u dosegu dobrovoljnih mirovinskih fondova. Ovaj rad predlaže da navedene mjere u suradnji s razvojem tržišta kapitala i institucionalnog okvira u Hrvatskoj, dobrovoljni mirovinski fondovi mogu postati glavnim izvorom adekvatnih mirovina za hrvatske umirovljenike.
