Abstract
Povećanje potražnje za energijom smanjuje resurse preostalih raspoloživih fosilnih izvora energije. Posljedica povećanja potražnje je povećanje cijene energije i smanjenje sigurnosti opskrbe energijom. Učinkovitije i isplativije mjere za smanjenje potrošnje električne energije smanjuju financijske troškove energije, a pored toga energetska učinkovitost je jedan od načina smanjenja stope rasta potražnje za energijom. Ovaj rad se bavi istraživanjem financijske izvodljivosti (isplativosti) ulaganja, odnosno financiranja javne rasvjete kroz javno-privatno partnerstvo, gdje privatni sektor može procijeniti investiciju u izgradnju javne rasvjete unosnom i zarađivati od uštede električne energije koja proizlazi iz upotrebe efikasnih žarulja koje štede električnu energiju. U radu je korištena financijska analiza kojom se dokazuje opravdanost financiranja ovakvog projekta preko modela javno-privatno partnerstva koji bi bio atraktivan za privatni sektor, a istovremeno ne bi opteretio proračun javnog sektora. U radu je prikazana provedba konkretnih mjera za povećanje energetske učinkovitosti koje mogu pomoći lokalnoj zajednici u općini Peć, Kosovo. Korištenjem JPP modela financiranja, ovaj rad objašnjava strukturu i raspodjelu rizika između dva partnera, kao i pozitivne ekonomske pokazatelje koji takav projekt mogu napraviti privlačnim potencijalnim investitorima.
Abstract (english)
increase of demand for energy decreases the finite resources of available fossil energy sources. Consequently, this brings about increases in energy prices and reduction of security of supply. More efficient and cost-effective measures to reduce electricity consumption also reduce the financial cost of energy, and energy efficiency is one of the ways to reduce the energy demand growth-rate too. This paper deals with the research of financial feasibility of investment in public lighting through public private partnerships, where the private sector can estimate an investment in building public lighting and earning from the difference of electricity savings derived from the use of energy-efficient light bulbs. The difference would be guaranteed and paid by the public sector. This paper uses a financial analysis to justify the financing such a project through the JPP model that would be attractive for the private sector, while not burdening the public sector budget. The paper presents the implementation of concrete measures to increase energy efficiency that can help the local community in Peja, Kosovo municipality. Using the PPP financing model, this paper explains the structure, risk allocation between the two partners, as well as the positive economic indicators that such a project could bring about, making it attractive to potential investors.
