elektroenergetskom sektoru. Općenito, od uvođenja reformi u elektroenergetskom sektoru se
očekuje da vode do viših razina efikasnosti u djelatnosti proizvodnje električne energije kao i
smanjenju razine prijenosnih i distribucijskih gubitaka električne energije. Glavni cilj ove
doktorske disertacije je istražiti da li reforme elektroenergetskog sektora realiziraju ova
očekivanja te utvrditi učinke reformi

energije, kao i na razinu prijenosnih i distribucijskih gubitaka električne energije, uzimajući u
obzir razlike između zemalja prema stupnju razvoja i regionalnim karakteristikama.
U okviru ove doktorske disertacije testirani su modeli utjecaja reformi elektroenergetskog
sektora na proizvodnju električne energije i udio prijenosnih i distribucijskih gubitaka
električne energije u outputu (model br. 1), utjecaj industrijskog sektora na opseg reformi u
elektroenergetskom sektoru (model br. 2) i utjecaj reformi elektroenergetskog sektora na
omjer cijena električne energije između industrijskih potrošača i kućanstava (model br. 3).
Ovi modeli predstavljaju tri neovisna, ali povezana istraživanja.
U istraživanju se koristi panel regresijski model s fiksnim učincima („fixed effects model“). U
modelu br. 1 analiziran je panel kojeg čini ukupno 31 država te su primijenjene relevantne
metode panel-regresijske analize. Zasebno su analizirani ekonomski učinci reformi
elektroenergetskog sektora na proizvodnju električne energije i udio prijenosnih i
distribucijskih gubitaka električne energije u outputu za EU-15 (stare članice – prva skupina)
kao i za skupinu zemalja koju čine EU-12 i odabrane zemlje jugoistočne Europe (druga
skupina).Budući da su zemlje EU-12 i odabrane zemlje jugoistočne Europe kasnije započele s
procesom reformi elektroenergetskog sektora kod njih je izvršeno testiranje za razdoblje
1998-2010., dok je za zemlje EU 15 korišteno razdoblje 1995-2010.
Ekonomski učinci reformi u elektroenergetskom sektoru na djelatnost proizvodnje električne
energije i razinu prijenosnih i distribucijskih gubitaka električne energije u EU-15 su
statistički izraženiji nego u EU-12 (novije članice) i zemljama jugoistočne Europe.Dobiveni
rezultati istraživanja za EU-15 su očekivani i u skladu sa postavljenom znanstvenom
hipotezom.Rezultati istraživanja pokazuju da reforme elektroenergetskog sektora u EU-15
značajno pozitivno utječu na neto proizvodnju električne energije po glavi stanovnika, neto
instalirane proizvodne elektroenergetske kapacitete po glavi stanovnika i neto proizvodnju
električne energije po zaposlenom u elektroenergetskom sektoru. Nadalje, reforme u
elektroenergetskom sektoru zemalja EU-15 značajno utječu na smanjenje prijenosnih i
distribucijskih gubitaka električne energije.
Rezultati istraživanja pokazuju da reforme elektroenergetskog sektora u EU-12 i odabranim
zemljama jugoistočne Europe značajno pozitivno utječu na neto proizvodnju električne
energije po glavi stanovnika, neto instalirane proizvodne elektroenergetske kapacitete po glavi
stanovnika, neto proizvodnju električne energije po zaposlenom u elektroenergetskom
sektoru. Za razliku od zemalja EU-15 reforme elektroenergetskog sektora u EU-12 i
odabranim zemljama jugoistočne Europe nemaju značajan utjecaj na smanjenje
udjelaprijenosnih i distribucijskih gubitaka električne energije u outputu. To je posljedica
nedovoljnog ulaganja u prijenosnu i distribucijsku mrežu električne energije, nedovoljnog

razvoja prijenosnih interkonekcijskih kapaciteta, niske razine održavanja mrežnih kapaciteta
kao i zastarjele tehnologije.
Dobiveni rezultati iz modela br. 1 pokazuju da razdvajanje elektroprivrednih djelatnosti u
interakciji s privatizacijom kao i s regulatornom agencijom nije povezano s povećanjem
efikasnosti u djelatnosti proizvodnje električne energije. Upravo suprotno, razdvajanje
elektroprivrednih djelatnosti u interakciji s privatizacijom i regulatornom agencijom
negativno utječe na pokazatelje efikasnosti u djelatnosti proizvodnje električne energije.
Interakcijski efekti pojedinih reformskih koraka na proizvodnju električne energije i razinu
prijenosnih i distribucijskih gubitaka električne energije u EU-15 se razlikuju u odnosu na
EU-12 i odabrane zemlje jugoistočne Europe.Za razliku od zemalja EU-15, u EU-12 i
odabranim zemljama jugoistočne Europe, interakcijski efekti reformskih koraka
„PRIVATIZACIJA I REGULATOR“ ne utječu pozitivno na pokazatelje efikasnosti u
djelatnosti proizvodnje električne energije. Razlog leži u činjenici što ekonomske i političke
institucije neophodne za ispravno funkcioniranje regulatornih tijela još uvijek nisu dovoljno
razvijene u većini tranzicijskih zemalja, a regulatorne agencije suočavaju se s nedostatkom
kvalificiranih ljudskih, administrativnih i know-how resursa. Može se zaključiti da je
regulatorna kvaliteta i definiranje optimalnog regulatornog okvira ključna determinanta
uspjeha u provođenju reformi u elektroenergetskom sektoru tranzicijskih zemalja, dok je
osnivanje regulatornog tijela per se važan, ali ne i dovoljan uvjet uspješnosti reformi ukoliko
nije praćeno ukupnom institucionalnom kvalitetom.
Rezultati empirijske analize u modelu br. 2 su konzistentni sa postavljenom znanstvenom
hipotezom. Istraživanje je pokazalo da industrijski sektor ima značajan utjecaj na opseg
reformi elektroenergetskog sektora. Kako veličina industrijskog sektora raste, tako raste i
njegov utjecaj. Kada se pogledaju dobiveni rezultati istraživanja, uočava se značajno
negativan odnos između liberalizacije tržišta električne energije i veličine industrijskog
sektora. To znači da su zemlje sa većim industrijskim sektorima sklone da liberaliziraju
manje. Prema dobivenim rezultatima, može se zaključiti da je relativna snaga interesnih grupa
važna u determiniranju ishoda reformskih procesa na elektroenergetskom tržištu.
Prema dobivenim rezultatima u modelu br. 3, potvrđena je korelacija između reformi
elektroenergetskog sektora i omjera cijena električne energije između industrijskih potrošača i
kućanstava. Ipak, dobiveni rezultati potvrđuju da različiti reformski koraci na različit način
utječu na omjer cijena električne energije između industrijskih potrošača i kućanstava.. Dakle,
svaki individualni reformski korak ima različit utjecaj na omjere cijena električne energije
između industrijskih potrošača i kućanstava za svaku grupu potrošača i zemalja.
Rezultati istraživanja u ovoj doktorskoj disertaciji mogu imati široku primjenu. Rezultati
mogu biti korišteni kao smjernice za donositelje političkih odluka u procesu formuliranja,
implementiranja, evaluiranja i redizajniranja programa liberalizacije tržišta električne
energije. Mogu ih također koristiti i elektroprivredne kompanije, vlade država pri oblikovanju
svoje ekonomske i energetske politike, istraživački instituti i ostali. Less Abstract (english) Improvement in efficiency constitutes one of the main aims in any electricity sector reform
program. Overall, it is expected that the introduction of reforms in the electricity sector leads
to higher efficiency levels in activity of electricity generation and also to reduction of
transmission and distribution electricity losses. The main aim of this disertation is to

... More electricity sector reforms on generation efficiency and transmission and
distribution electricity losses differs among countries according to their development level
and regional characteristics.
Within this disertation empirical econometric models are tested and then analyzed to observe
the impact of electricity sector reforms on electricity generation and the share of transmission
and distribution electricity losses in output (Model 1), the impact of the industry sector on the
extent of electricity sector reforms (Model 2), and the impact of electricity sector reforms on
electricity price ratios between industrial consumers and households (Model 3). These models
represent three independent but related research.
Panel regression model with fixed effects was used in this disertation. In model 1 data set is
based on a panel of 31 countries where relevant panel regression methods were applied.
Economic effects of electricity sector reforms on electricity generation and the share of
transmission and distribution electricity losses in output are analysed for two groups of
countries: EU-15 (old EU Member States) and EU-12 (new EU Member States) and selected
Southeast European countries. Since the EU-12 and selected Sotheast European countries
have started later with electricity sector reforms, testing was conducted for time period 1998-
2010. For EU-15 countries time period 1995-2010 was used.
Economic effects of electricity sector reforms on electricity generation and the level of
electricity transmission and distribution losses are statistically more significant in EU-15
compared to EU-12 and Southeast European countries. Research results for EU-15 are
expected and in line with research hypothesis. Research results show that electricity sector
reforms in EU-15 have significantly positive impact on net electricity generation per capita,
net installed electricity generation capacity per capita and net electricity generation per
employee in electricity sector. Furthermore, electricity sector reforms in EU-15 have a
significant impact on reduction of electricity transmission and distribution losses.
Research results show that electricity sector reforms in EU-12 and other selected countries in
Southeast Europe have significantly positive impact on net electricity generation per capita,
net installed electricity generation capacity per capita and net electricity generation per
employee in electricity sector. Unlike EU-15 countries, electricity sector reforms in EU-12
and selected Southeast European countries have no significant impact on electricity
transmission and distribution losses. It is a consequence of inadequate level of investments in
transmission and distribution electricity network, inadequate development of transmission
interconnection capacity, low level maintenance of network capacity as well as outdated
technology.
The results obtained from the model 1 show that unbundling of different electricity segments
in interaction with privatisation as well as with the regulatory agency is not associated with

efficiency increase in electricity generation. Contrary to these, unbundling of electricity
activities in interaction with privatisation and regulatory agency may have negative impact on
efficiency indicators in electricity generation.
The interactional effects of individual reform steps on electricity generation and the share of
electricity transmission and distribution losses in output are different in EU-15 compared with
EU-12 and selected Southeast European countries. Unlike EU-15 countries, in EU-12 and
selected Southeast European countries, interactional effects of reform steps „Privatisation and
Regulation“ do not have a positve impact on efficiency indicators in electricity generation.
The reason lies in the fact that economic and political institutions which are necessary for a
proper functioning of the regulatory bodies are still not developed enough in most transition
countries, and regulatory agencies are also faced with lack of qualified human, administrative
and know-how resources. It can be concluded that regulatory quality and defining the optimal
regulatory framework is the key determinant of successfull conduction of reforms in
electricity sector of transitional countries, while the establishment of regulatory body per se is
important but not sufficient condition for successfull reforms if it is not followed by the whole
institutional quality
The results of empirical analysis in model 2 are consistent with research hypothesis. Research
results show that industry sector may have a significant impact on the extent of electricity
sector reforms. As the size of industry sector gets larger, so does its influence. A significant
negative relationship between electricity market liberalization and the size of industry sector
can be noticed. This means that countries with larger industry sectors tend to liberalize less.
According to research results, it can be concluded that the relative strength of interest groups
is important in determining the outcomes of reform processes in electricity market.
The results in model 3 confirm the existence of a correlation between electricity sector
reforms and electricity price ratios for industrial consumers and households. However, the
results imply that different reform steps influence electricity price ratios between industrial
consumers and households diffferently. Therefore, each individual reform step has a different
impact on industrial/residential electricity price ratios for each consumer and country group..
The research results in this disertation may have wide application. The results may be used as
guidelines for policy makers in the process of formulating, implementing, evaluating and
redisigning electricity market liberalization programs. They also may be used by electricity
companies, governments in designing their economic and energy policies, research institutes,
