Abstract
Rad istražuje brojne izazove koji stoje pred općinama Republike Hrvatske u procesu planiranja, pripreme te realizacije kapitalnih projekata koji su u posljednjim godinama u najvećoj mjeri financirani bespovratnim sredstvima Europske unije. Stoga se u radu nastoji definirati ključne izazove procesa planiranja, pripreme i provedbe kapaciteta u općinama, te ponuditi rješenja za unaprjeđenje sustava, ne samo za općine u Požeško-slavonskoj županiji, već i donositeljima odluka u relevantnim ministarstvima te institucijama odgovornima za provedbu projekta financiranima od strane Europske unije. Temeljna hipoteza istraživanja koja glasi da raspoloživi upravljački, administrativni te financijski kapaciteti općina predstavljaju kritično ograničenje za realizaciju kapitalnih projekata financiranim sredstvima Europske unije, što se temeljem provedenog istraživanja i potvrđuje. Općine imaju potrebe, ciljeve i vizije, ali i kapacitete koji su limitirani, što se može dijelom kompenzirati dobrim planiranjem i upravljanjem, te odabirom pravih suradnika i izvođača aktivnosti na projektima.
Abstract (english)
The paper explores numerous challenges faced by municipalities of the Republic of Croatia in the process of planning, preparing, and implementing capital projects, which in recent years have been largely financed by grants from the European Union. Therefore, the paper aims to define the key challenges in the processes of planning, preparation, and implementation of capacities in municipalities, and to offer solutions for improving the system, not only for municipalities in Požeško-slavonska County but also for decision-makers in relevant ministries and institutions responsible for the implementation of EU-funded projects. The fundamental hypothesis of the research is that the available managerial, administrative, and financial capacities of municipalities represent a critical limitation for the realization of capital projects financed by European Union funds, which is confirmed by the conducted research. Municipalities have needs, goals, and visions, but also limited capacities, which can be partially compensated by good planning and management, and by choosing the right partners and contractors for project activities.
