By joining the European Union, Croatia received significant allocation from European structural and investment funds, which started a significant investment cycle. Due to the variety of programs through which Croatia distributes EU funds, the effects that EU project implementation has on the economy are diverse, but in general, they can be divided into direct effects, which are intentional consequence of the implementation of EU co-financed projects, and indirect effects, which arise as an indirect effect of implementation. One of the indirect impacts is certainly the impact on the construction sector in Croatia, due to the fact that EU co-financed projects contain a significant amount of infrastructural activities that result in the involvement of the construction sector. Out of all EU programs that were implemented in Croatia in the period from 2014 to 2021, a detailed analysis determined that the Operational Program for Competitiveness and Cohesion (to the greatest extent) and the Rural Development Program and the European Union Solidarity Fund had an impact on the construction sector. Further analysis of the process of contracting EU projects from the relevant programs shows a shift in the dynamics of contracting EU co-financed works in relation to the moment of the allocation of EU funds, which points to the fact that an indirect impact on the construction sector can be expected with a one to two year delay in relation to the EU allocation funds to beneficiaries. Likewise, public procurement statistics indicate the fact that in the observed period there was no spillover effect and that on average 86% of funds for construction activities were contracted with the domestic construction sector. Quantitative research methods showed that in the observed period, more than one third of the value of new orders in construction (excluding housing) relates to EU co-financed works. Comparing the contracting dynamics of the estimated values of EU co-financed works with the trend of selected indicators of the construction sector in the observed period, a strong correlation was found between of the above variables, which can be concluded about the significant impact of EU projects on the construction sector in Croatia.
