Abstract
Tema ovog rada je utjecaj dekarbonizacije na tržišta i cijene električne energije u regiji jugoistočne Europe ( JIE ) do 2030. godine. Velika integracija obnovljivih izvora energije u jugoistočnoj Europi bit će značajan izazov u nadolazećim godinama. Pri tom povećani porezi i naknade za emisijske jedinice stakleničkih plinova, primarno ugljičnog dioksida (CO2) imaju veliki utjecaj na proizvodni miks i ekonomičnost proizvodnje termoelektrana. S višim naknadama na CO2, tvornice lignita postaju manje konkurentne, a tehnologije lignita i plina postaju manje dominantne u elektroenergetskim sustavima u skoroj budućnosti. U svjetlu novih energetskih politika nameće se potreba za dekomisijom starijih termoelektrana, istovremeno potencijalno ugrožavajući sigurnost opskrbe električnom energijom. Ovaj rad će se stoga usredotočiti na razvoj i planiranje elektroenergetskog sustava JIE, odnosno utjecajem značajnog smanjenja fosilnih goriva na proizvodni miks i opskrbu električnom energijom do 2030. godine. Planiranje i optimizacija elektroenergetskog sustava složen je proces koji se sastoji od više međusobno povezanih koraka planiranja i tehničkih i ekonomskih parametara sustava koje je potrebno uzeti u obzir. Analiza je napravljena na modelu 12 država regije JIE u programskom alatu PLEXOS, uzimajući u obzir predviđenu potrošnju u 2030. godini te uz detaljno modelirane sve elektrane za koje se previđa rad u tom razdoblju. Modeliranje uzima u obzir i specifičnosti svakog sustava te potrebe pojedine države za koju se planiranje obavlja, posebno kada se istovremeno razmatraju sustavi više država. Kao rezultat optimizacije promatrana je bilanca električne energije, razmjena među državama, emisijske jedinice CO2, veleprodajne cijene električne energije te ukupan trošak sustava. Rezultati su pokazali da smanjenje udjela kamenog ugljena i lignita u ukupnom proizvodnji električne energiji u regiji JIE ima pozitivan utjecaj te ne dovodi u pitanje sigurnost opskrbe električnom energijom. Ovakav zaključak održiv je jedino pod uvjetom da u pogon uđu nove proizvodne jedinice na prirodni plin i OIE.
Abstract (english)
The main objective of this thesis is the impact of decarbonization on electricity markets and prices in the Southeast Europe (SEE) region until 2030. The large-scale integration of renewable energy sources in SEE will be a significant challenge in the coming years. At the same time, increased taxes and fees for the greenhouse gas emission units, primarily carbon dioxide (CO2), have a major impact on the generation mix and thermal power plants engagement. With higher CO2 fees, lignite plants become less competitive, and lignite and gas technologies become less dominant in power systems in the near future. In the light of new energy policies, decommissioning of older thermal power plants comes into the focus, but at the same time, it can significantly impact the security of electricity supply. This paper will therefore focus on the development and planning of the South-Eastern European power system, i.e. the impact of a significant reduction of fossil fuels in the generation mix in 2030. Planning and optimization of the electricity system is a complex process consisting of several planning steps, where all technical and economic parameters of the system need to be considered. Within the analysis, regional model of 12 countries of the SEE region was developed in the PLEXOS software tool, taking into account the future consumption in 2030 and with detailed plant-by-plant modelling. Modelling also takes into account the specific needs of each system as well as the system in whole, especially when considering the several countries at the same time. As a result of the optimization, several outputs were analysed: electricity balance in the region, electricity exchange between countries, CO2 emissions, wholesale electricity prices and the total system cost. The results showed that the reduction of the hard coal and lignite share in the total electricity generation in the SEE region has a positive impact and does not affect the security of electricity supply. Of course, considering that all new gas units enter the operation by 2030.
