Abstract
Minimalne plaće predstavljaju minimalni iznos naknade koji poslodavac mora platiti radnicima za posao obavljen u određenom razdoblju. U posljednjih nekoliko desetljeća formirani su i nadograđivani sustavi minimalnih plaća u brojnim europskim zemljama zbog tendencije da se svim radnicima osigura zaštita od prekomjerno niskih plaća. Vidljiv je kontinuiran porast minimalnih nadnica u razdoblju od 2000. do 2020. godine. Analizom tržišta rada EU utvrđeno je da se ono suočava s manjkom radne snage unatoč visokoj stopi nezaposlenosti. Velik utjecaj na tržište rada imala je ekonomska kriza koja je započela 2008. godine. Unatoč brojnim pozitivnim trendovima koji djeluju na gospodarski rast u Hrvatskoj, oni nisu dovoljno dinamični da bi se mogla očekivati osjetno veća stopa gospodarskog rasta. Istovremeno se smanjuje broj radno sposobnog stanovništva, raste broj umirovljenika, te je očit nedostatak radne snage u brojnim djelatnostima. Iako su minimalne nadnice u Hrvatskoj u porastu, kada se uspoređuje sa ostalim članicama EU Hrvatska spada u zemlje s manjim minimalnim nadnicama od prosjeka EU. Europske zemlje imaju zakonsku i kolektivno pregovaranu minimalnu plaću koja pokriva jedan dio privatnog sektora, a izgledno je da će tijekom 2021. godine doći do konačnog dogovora o rješavanju pitanja zakonom propisanih minimalnih plaća u Europskoj uniji.
Abstract (english)
Minimum wages represent the minimum wage that employers have to pay workers for their work in a given period of time. In the last few decades, minimum wage systems have been formed and upgraded in a number of European countries due to the tendency to provide protection for all workers from excessively low wages. There is a continuous increase in minimum wages in the period from 2000 to 2020. An analysis of the EU labor market found that it is facing labor shortages despite a high unemployment rate. The economic crisis, which began in 2008, had a major impact on the labor market. Despite many positive trends affecting economic growth in Croatia, they are not dynamic enough to expect a significantly higher economic growth rate. At the same time, the number of able-bodied people is decreasing, the number of retirees is growing, which is obviously lacking in the labor force in many industries. Although the minimum wage in Croatia is on the rise, when compared to other EU members, Croatia is one of the countries with lower minimum wages than the EU average. European countries have a legal and collectively negotiated minimum wage covering a part of the private sector, it is likely that in 2021 a final agreement will be reached on resolving the issue of statutory minimum wages in the European Union.
