Abstract
Utjecaj rastućeg broja korisnika mirovinskog osiguranja i sve manje osiguranika dovelo je do toga da se moderni sustavi mirovinskog osiguranja u velikom dijelu financiraju iz državnih proračuna. Cilj ovakvih mjera sagleda se u tome da se osigura stabilno i dugotrajno financiranje mirovinskih fondova te da budući troškovi budu manji. Mirovinski sustav Italije prošao je kroz brojne reforme kako bi bio stabilan i isplaćivao mirovine bez javnog zaduživanja. Glavni problem reformi i nestabilnosti mirovinskog sustava je neodrživost sustava zbog negativnih demografskih kretanja i velikog broja nezaposlenih osoba. Italija ne potiče odlazak u prijevremenu mirovinu te takvi osiguranici spadaju u građane drugog reda i zbog toga im se primanja umanjuju za vremenski period koji bi trebali odraditi do ispunjenja uvjeta za punu mirovinu. Postoje i neke poticajne mjere koje se ogledaju kroz različite kapitalne štednje te one mogu biti jedan od načina kojim se mogu dopuniti mirovinska primanja.
Abstract (english)
The impact of the growing number of pension insurance and fewer insured persons has led to modern pension insurance systems being largely financed from state budgets. The aim of such measures is to ensure stable and long - term financing of pension funds and to reduce future costs. Italy’s pension system has undergone a number of reforms to be stable and pay out pensions without public borrowing. The main problem of reforms and instability of the pension system is the unsustainability of the system due to negative demographic trends and a large number of unemployed people. Italy does not encourage early retirement and such insured persons are second-class citizens and therefore their income is reduced for the period of time they should work until the conditions for full retirement are met. There are also some incentive measures that are reflected through various capital savings and they can be one of the ways in which pension benefits can be supplemented.
