Abstract
Pristupanjem Europskoj uniji, Republici Hrvatskoj na raspolaganje su stavljena financijska sredstva temeljem zajedničkog proračuna. Temeljem tih sredstava koja se investiraju u razne programa postiže se provedba javne politike Europske unije. Programi i fondovi Europske unije, razlikuju se po izvoru sredstava i vrsti potpore koja se daje korisniku, a većina novca namijenjenog korisnicima sredstava plaća se iz proračuna EU. Kako bi se odobrila sredstva, potrebna je potvrda se su svi troškovi određenog projekta uistinu i nastali u svrhu provođenja istog, a to je zapravo suština revizije projekata Europske Unije. Troškovi projekta moraju biti predviđeni proračunom, isto kao i u skladu s kriterijima prihvatljivosti koje propisuje Europska unija. Kriterij su iznimno rigorozni, te je od presudne važnosti poznavanje propisa i smjernica EU kako za uspješnu tako i za efikasno uporabu sredstava, posebno kod njihove revizije.
Abstract (english)
As a member state of the European Union, the Republic of Croatia has financial resources at its disposal on the basis of a common budget. Based on these funds, which are invested in various programs, the implementation of the public policy of the European Union is achieved. European Union programs and funds differ in the source of funds and the type of support provided to the beneficiary, and most of the money intended for beneficiaries is paid from the EU budget. In order to approve the funds, it is necessary to confirm that all the costs of a certain project actually incurred for the purpose of its implementation, and this is in fact the essence of the audit of European Union projects. Project costs must be budgeted, as well as in accordance with the eligibility criteria set by the European Union. The criteria are extremely rigorous, and it is crucial to know the EU regulations and guidelines for both successful and efficient use of funds, especially when auditing them.
