Abstract
Klimatske promjene osjećaju se diljem Svijeta i mijenjaju način na koji ljudi žive. Nakon godina istraživanja i promatranja prirode, znanstvena zajednica je utvrdila da je uzrok klimatskih promjena upravo čovjek. Razvojem znanja o učincima klimatskih promjena i nepresušnim upozorenjima znanstvenika, tek u posljednja dva desetljeća mjere za rješavanje problema klimatskih promjena postaju dio ekonomskih politika u državama diljem Svijeta. Europska unija među prvim zemljama pristupa rješavanju problema klimatskih promjena, uvodeći EU ETS, eng. European Union Emissions Trading System kao instrument Politike okoliša. Navedeni sustav, funkcionira na ˝cap and trade˝ pristupu, koji ima prateće mehanizme (MSR, NER 300) kako bi se postiglo učinkovito funkcioniranje tržišta CO2 dozvolama. Podaci o razini CO2 emisijama ukazuju na učinkovitost funkcioniranja EU ETS-a u kombinaciji sa ostalim pokazateljima.
Abstract (english)
Climate change is being felt around the world and is changing the way people live today. After years of research and observations of nature, the scientific community has determined that the cause of climate change is Human. With the development of knowledge about the effects of climate change and the inexhaustible warnings of scientists, only in the last two decades have measures to address climate change become part of economic policies in countries around the world. The European Union is among the first countries to address the problem of climate change, introducing the EU ETS, eng. European Union Emissions Trading System as an instrument of Environmental Policy. This system operates on the "cap and trade" approach, which has accompanying mechanisms (MSR, NER 300) in order to achieve the efficient functioning of the CO2 permit market. Data on CO2 emissions indicate the effectiveness of the EU ETS in combination with other indicators.
