Manufacturing consists of many activities. Some of those activities are primary activities and they represent the core value of a company, while the others are secondary. Producing a product from start to finish using only internal resources is not an easy task for a company. Therefore, many companies use external partners who perform activities that are usually handled by internal resources. Outsourcing is a strategy that is often used by, both, private and public sector. Outsourcing enables a company to focus on core activities by outsourcing secondary activities to other companies, thereby creating or maintaining a competitive advantage. In the public sector, outsourcing is a good solution for institutions looking to improve service quality or reduce costs. The paper analyzes the outsourcing strategy used by the Clinical Hospital Center Osijek. KBC Osijek decided in 2017 to outsource the activity of cleaning low-risk premises to a private company. KBC Osijek ran an experiment to determine state od cleanliness in KBC’s premises. Results of the experiment indicated a very bad state. The company management has decided to try an outsourcing strategy to improve the quality of the cleaning service. Cleaning health care facilities more complicated than cleaning up non-healing facilities. KBC's premises are divided according to the risk of hospital infections and spread. Outsourcing of cleaning activities was first introduced in only one department, to test the success of this strategy. It was only when the pilot project proved successful that outsourcing was used for all low-risk cleaning activities.
